This is not the first time Manchester City have been attacked. In February 2020, UEFA suspended the Sky Blues from European competition for two years for violating Financial Fair Play.

In addition, they were fined 30 million euros. However, in July 2020, the European Court of Arbitration (CAS) decided to lift the ban and reduce fines to less than €10 million.

In the latter case, the club would be barred from the league, but the Telegraph reports the EFL is under no obligation to accept them. As a result, the club could suffer a four-division defeat if they moved into the National League alongside Wrexham, Chesterfield and Notts County.

The committee’s strongest strength is to expel clubs from the Premier League, but not to relegate them. The EFL would then have the power to accept the club into the Championship or not.

The scenario would be somewhat similar to Rangers in 2012 after their liquidation. The Gers dropped to the fourth tier of Scottish football and it took them four years to get back to the top.

No timeline has been published for the commission’s investigation and as it has taken the Premier League four years to get to this point, it is unlikely that a conclusion will be reached in the foreseeable future. It could be years before the saga ends and by then the prospect of an expulsion looms over City.

City already faced financial penalties when UEFA banned the club from the Champions League for two years. However, the club appealed against the decision to the Court of Arbitration for Sport, where the decision was overturned and reduced to a fine of £9 million because the charges were “time-barred”.

The Premier League are not bound by the same rules and no decision can be made at CAS, but there is an internal appeal process where City can make any decision.
